I find that even when NGOs have thought about their audience, they think about them only a "receiver" of information, not as an active member of the community (and certainly not as community being an end in itself). this has given me a lot of food for thought for my own workshops - thanks. Also, I think you would be interested in the work of Hahrie Han on this.

Maybe this approach is the main reason why there is so many "ghost" communities that are missing not only engagement, but the soul as well.
